Charlotte County Community Development Honored with National Award for Digital Innovation

CHARLOTTE COUNTY, Fla. (Sept. 30, 2025) – The Charlotte County Community Development Department has received an Outstanding Achievement Award in the 2025 Government Experience Awards, presented by the Center for Digital Government, for its innovative improvements to the county’s digital permitting services.

The recognized project, launched in 2024, integrated the department’s Accela permitting system with the Charlotte County Clerk of the Circuit Court & County Comptroller’s Office e-Recording platform. This integration allows residents and contractors to electronically submit and record notices of commencement. It streamlines the permitting process and reduces the need for in-person visits to multiple offices.

“The collaboration between the Charlotte County Clerk of the Circuit Court and the Community Development Department reflects our commitment to innovative public service and efficiency,” said Charlotte County Clerk of the Circuit Court Roger D. Eaton. “This new system not only streamlines the process for our citizens but also represents a significant step towards digital integration and environmental sustainability by reducing paper use.”

The results included a 50 percent reduction in permit wait times, increased efficiency, and improved customer satisfaction. With an investment of just $19,500 in consultant services, the project demonstrated the value of cross-agency collaboration and thoughtful use of technology.

While the award was submitted by Community Development, the department recognized the Clerk of the Circuit Court & County Comptroller’s Office as a key partner in the project’s success.

“We’re honored to be named an Outstanding Achievement Winner in the 2025 Government Experience Awards. This recognition reflects our team’s commitment to creating accessible, equitable, and innovative digital services for our community,” said Community Development Director Ben Bailey.

The integration currently applies to building permits. Plans are underway to expand the system to include zoning permits as well. This project is part of Charlotte County’s broader effort to modernize public services and improve the overall resident experience.
