Charlotte 2050 Updates

Per Section 163.3191, Evaluation and Appraisal of Comprehensive Plan, at least once every 7 years, each local government shall evaluate its comprehensive plan to determine if plan amendments are necessary to reflect a minimum planning period of at least 10 years as provided in s. 163.3177(5) or to reflect changes in state requirements in this part since the last update of the comprehensive plan, and notify the state land planning agency as to its determination.

Charlotte 2050 was reviewed and updated in 2021-2022 to refresh the background information, review the plan’s vision, and examine all the goals, objectives, and policies to make sure that they fit with the updated data and vision. Our comprehensive plan, which establishes the vision citizens have about how the County will grow in the future. It is made up of goals, objectives, and policies that reflect this vision and which guide development and preservation.

An Evaluation and Appraisal Review letter must be submitted to the Florida Department of Commerce by April 1, 2028, indicating how Charlotte 2050 may need to be revised. Following the acceptance of this letter, any revisions and amendments to Charlotte 2050 must be adopted by April 1, 2029.

Evaluation and Appraisal Review

Under Florida law (Section 163.319), counties must review their comprehensive plans every seven years through an Evaluation and Appraisal Review (EAR) to determine whether amendments are required to reflect changes in State law. It is also an opportunity to update the plan more broadly. Charlotte County’s last EAR and its associated amendments were completed in 2022. The next EAR is due April 1, 2028 and any necessary amendments are due in 2029.

This review will examine at all eleven elements of the comprehensive plan, update the background Data and Analysis sections, and evaluate whether the existing policies need to be amended to reflect changes in State law, the plan’s vision, or the background data.

The process is anticipated to begin in Spring 2027. The timeline for the process and opportunities for public input will be posted on this website. Public input is critical, and we are requesting public comments on the vision of the plan as well as on specific goals, objectives, and policies. Public comment on any portion of the comprehensive plan may be submitted via email to ComprehensivePlan@CharlotteCountyFL.gov.

Following the submission of the EAR in 2028, the County will have one year to adopt any amendments to the comprehensive plan identified in the EAR. This page will be used to show the progress of the plan review and any proposed amendments.

Public Visioning for the 2022 EAR

In October of 2019, five public visioning workshops were held across the County to ask residents four questions about their vision for the future. The details of those workshops and their results were presented in a memo: Visioning Workshops Results Memo.
